Areas of Expertise
Blumenfeld is a leader with a unique blend of business and governmental leadership. She was appointed by Governor Tony Evers and unanimously confirmed by the Wisconsin Senate to serve as Secretary of the Wisconsin Department of Financial Institutions in 2019. She is accountable for maintaining the safety and soundness of Wisconsin’s state chartered financial institutions; regulating Wisconsin securities dealers and charitable organizations; administering Wisconsin business filings; and, overseeing the state’s $6B college savings programs. As Vice President of CUNA Mutual Group, she had P&L responsibility of $830M consisting of four lines of insurance and the related technology and compliance platforms. Blumenfeld is both a Certified Public Accountant (CPA) and a Project Management Professional (PMP). She also has extensive experience serving on business and non-profit boards, including serving as Board Chair of two large entities.
Secretary Blumenfeld has led through important challenges and opportunities, often in complicated and highly visible situations. As a member of the Governor’s Cabinet, she has led her agency and helped guide the state through the COVID-19 pandemic. A key highlight of her 26-year career at CUNA Mutual Group, was being central to a complete turnaround of the company’s flagship line of insurance.
In her prior role as Executive Vice President of Special Operations at TASC (Total Administrative Services Corporation), Blumenfeld successfully led and completed a complex federal $58M contract with the Office of Personnel Management (OPM). As an expert in corporate strategy, she taught insurance strategy for the University of Wisconsin School of Business.
Recently appointed by Governor Evers to Chair his Task Force on Student Debt, she also serves on many governmental boards and councils, including the Wisconsin Economic Development Council (WEDC) Audit and Budget Committee, the Wisconsin College Saving Program Board, and the Governor’s Council on Financial Literacy and Capability.
Giving back to the community has always been a top priority. Blumenfeld served as the Board Chair of one of Wisconsin’s largest credit unions, Summit Credit Union, and has held leadership roles on over 15 community, business, and non-profit boards. She currently serves as board member and committee chair for the UnityPoint Meriter Hospital, Wisconsin Women in Government, and University of Wisconsin Hillel. In addition to her P&L, regulatory, strategy, and financial background, Blumenfeld is committed to building future leaders. She is a devoted career mentor and speaks regularly on leadership topics.
Blumenfeld holds a bachelor’s degree in Accounting and Political Science from the University of Wisconsin-Madison. She is the author of three books and many journal articles. She is passionate about community service, philanthropy, and tennis.
