Kathy Blumenfeld is a Cabinet Secretary and NACD-certified board director whose career spans three decades in financial services, state government, and complex enterprise leadership — grounded in a foundation as a CPA and auditor early in her career. She brings to the boardroom a rare combination: that early financial discipline, a current Cabinet-level role overseeing a $2 billion budget and 1,400 employees, and deep governance experience across audit, risk, and investment committees. An NACD-Certified Director (NACD.DC®), she helps boards strengthen audit and risk environments, navigate regulatory and reputational complexity, and apply sound governance to capital, technology, and human-capital decisions.

Kathy’s board service spans more than twenty organizations across financial services, healthcare, and economic development — including as Trustee of the State of Wisconsin Investment Board (SWIB), recognized by Institutional Investor as Investment Committee/Board of the Year (2023) and one of the nation’s largest and best-funded public pension funds ($150B+ AUM).

Her executive foundation pairs Cabinet-level public service as Secretary of Wisconsin’s Department of Administration and Department of Financial Institutions with three decades at TruStage (CUNA Mutual Group), where she held P&L responsibility for an $800 million lending and payment-security portfolio. She also served as executive sponsor of a $58 million federal contract with the U.S. Office of Personnel Management, distributing over $100 million in donor gifts to more than 8,000 charities.

A collaborative leader and quick study, Kathy is frequently invited into board leadership roles. She is known for translating strategy into implementation, for the patient relationship-building that complex governance requires, and for current fluency in emerging board priorities, particularly artificial intelligence oversight, where she co-chaired Governor Evers’ Task Force on Workforce & AI and holds NACD’s Effective AI Oversight for Directors credential.
